This building is too symmetrical and needs some window boxes and shutters. Looks so sterile as it is. Interestin find.
It really does look like it was built in the 30's or 40's. I think I do agree with Kate. Some awnings would really spruce it up.

So clean, so plain. It reminds me a lot of some apartment buildings in the Los Angeles/Beverly Hills area in the late 40s...
