When we lived in Montana we had to similarly dig out a path for our corgi we had at the time to go outside and take care of business. He loved to romp in the snow but with his short legs he needed a little help to take care of potty issues.
In all our years of living in Montana, we never got 28+ inches over the time period Prescott did. Twelve inches, yes, but not 28+.
We are in Phoenix now and when I heard how much snow Prescott got, which we lived in for a year in 2015, I was glad we are down here in Phoenix.

No, the dog is certainly not amused!

Wonderful pics. I only saw the snow on the mountains tops from Phoenix without any time to drive towards Payson or Prescott or Flagstaff...
