I don't know how big Watson Lake is, but that looks like a rather large sail boat for the size of the lake.

But when I was a teenager I was a Sea Scout and we had two sailboats that we kept at a little marina above Alton Lock and Dam in the Mississippi River, so sailing in tight quarters is possible.

I love Watson lake. I think it's Arizona's prettiest lake and we've been meaning to go up there and take a hike around it.
